Beyond Shared Data: What Pakistan's Spatial Ecosystem Actually Needs

Pakistan's spatial data infrastructure has made real progress. The Survey of Pakistan and the NSDI initiative have created something important: a foundation for agencies to actually share geospatial information. That is significant. However, recently I have been considering something that receives less attention than the infrastructure itself: How do we sustain this ecosystem and ensure it functions effectively over time? The Question Nobody Always Agrees On I have been discussing this with colleagues who work with GIS systems, remote sensing data, and institutional databases across different sectors. A pattern emerges in what they describe: "We know where to find the data now. But when something changes (when a district boundary shifts or a land use category gets updated), how does everyone else find out? Who is actually responsible for maintaining that dataset? Are we all simply making copies?" These are not glamorous questions. They are not about building new portals or adopting new standards. They are about the simple work of keeping an ecosystem functioning. The core tensions appear to be: Ownership confusion: Which organization is actually responsible for maintaining specific datasets over the long term? Duplication Issue: Different agencies creating their own versions of the same spatial layers because the official version is not quite accessible or timely Update delays: When something changes in one dataset, how long does it take for others to know? Coordination overhead: How do you enable diverse institutions (universities, government, research groups) to work together without creating excessive bureaucratic burden? A Different Way to Think About It What if we approached this not as a technical problem, but as a coordination problem? Instead of asking "How do we build a better geoportal?" we might ask: "How can our existing institutions work together more effectively to manage spatial information as a shared, evolving resource?" That is the lens I have been exploring. It takes the following form: Clarifying custodianship: Certain organizations are naturally better positioned to maintain certain datasets; not because of formal rules, but because of their actual operational responsibilities. A water authority understands rivers. A revenue department understands land parcels. What if we explicitly recognized these relationships rather than leaving them unclear? Linking instead of duplicating: When a researcher needs climate data linked to land use, they do not need a copy of the entire land use dataset. They need a connection to it. What if our systems made linking easier than copying? Enabling organizations to own their domain: Universities should manage university data. Revenue departments should manage land records. They are closest to the information and most motivated to keep it accurate. The challenge is ensuring that these separate efforts connect into a larger picture. Making updates visible: When something changes (a boundary, a classification, a dataset), how do the people depending on that information find out? This may be the simplest and most important governance question. Working with what exists: We do not need to replace existing databases and systems. We need them to communicate with each other more effectively. This Is Not a Proposal (Yet) I want to be clear: I am not suggesting we need to overhaul the NSDI or create new institutions. I am genuinely curious whether the governance questions matter to people actually working with spatial data in Pakistan. That is where I need your perspective. What I Am Actually Considering If you work with spatial data, institutional databases, GIS systems, or research involving geospatial information in Pakistan, I would be interested in your thoughts on: What is actually difficult about this work? Have you encountered coordination challenges? Duplication? Confusion about who is responsible for what? These are not criticisms; they are normal challenges that mature systems eventually face. Where does ownership become unclear? Are there specific datasets where it is unclear who maintains them, or where multiple organizations end up conducting similar work? What works when coordination succeeds? When universities, government agencies, and researchers have collaborated effectively on spatial data, what enabled that success? Where could we begin with a small pilot? Rather than tackling the entire ecosystem at once, what is one small area or one type of dataset where this kind of thinking might actually be helpful? What Comes Next I am developing a more detailed concept note, but in truth, it will be shaped by what people in the actual work are telling me. The thinking at this stage is still rough; it is intended to be. If you have thoughts, examples, or different perspectives on any of this, I would genuinely appreciate hearing them.
